Do you mean a custom sticky post like what this layout has? Or a sort of overlay on the layout? I also wasn't sure if this was for Neocities or the DW blog. Sorry, I got confused somewhere along the way.

I'll get started on the Neocities site very soon and let you know about my progress when I get the ball rolling.
